The Planning and Development counter will have limited services from 2-5pm on Friday, June 30^th due to computer system maintenance. The counter will remain open and staff will be available for plan and permit submissions, however, staff will not have access to our permitting system to issue permits. The Permit Self Service site will also be impacted. Please plan accordingly.

We have moved! 
Planning and Development has moved from City Hall to the new Customer Service Center(CSC) at 9800 Godwin Drive (the old DMV building).  

• Questions can be directed to the main number 703-257-8278 or by email to ensure a timely response.
• Discover how easy it is to use the online portal for permit submissions. 
• The Treasurer’s Office is also located at the CSC. We encourage our customers to use the online payment option for invoices.
• The Permit Counter will be closed for training on April 20  from 12 Noon-3 PM

If you need to discuss a permit for a project of limited scope like Decks, Basement Alterations, Minor non-structural Interior Alterations, Wall Signs, Sheds (less than 256 square feet), Fences, Home Occupations, or Occupancy Permits, we’re open for Walk Through Wednesdays by appointment only. You can also make appointments to discuss other projects.

New Codes in Effect: Effective July 1, 2021, Virginia adopted the 2018 I-codes as referenced in the Virginia Construction Code Part 1 and the 2018 Statewide Fire Prevention Code; and the 2017 National Electrical Code. There is a one year grace period where a builder can choose to use the 2015 I-codes as referenced in the Virginia Construction Code Part 1 and the 2015 Statewide Fire Prevention Code.
