Background
The Mathis Avenue capital improvement project originates from the Mathis Avenue Sector Plan (2006) which called for high-density, mixed-use development, enhanced streetscapes with pedestrian/bicycle linkages; open space and green connections, and attractive gateways. In 2017 the City developed streetscape standards that were endorsed by City Council. This project is located within the Mathis Character Area as described in the Manassas 2040 Comprehensive PlanImprovements under consideration include replacing the two-way left turn lane with a landscaped median, and improving pedestrian safety by widening both the sidewalk and the grass strip between the curb and sidewalk.

Goals
The goal of the project is to reconstruct Mathis Avenue from Sudley Road to Liberia Avenue as a two-lane facility with a planted median and dedicated turn lanes within the existing right-of-way. This project includes streetscape and pedestrian improvements. The project will:

  • Improve pedestrian safety and connectivity between the City’s two historic districts
  • Establish a distinct character for the Mathis corridor
  • Promote investment in the Mathis Corridor, which was designated as an Opportunity Zone under the Federal Tax Cuts and Jobs Act of 2017.
  • Improve Traffic Safety

Status

  • Partially funded in the FY21 CIP. Federal funds are being sought to fully fund this project.
  • The concept was developed in June 2019.
  • Survey was completed in April 2020.
  • 60% Engineering design completed in May 2023
  • City collected public input on the design in February and March 2022
  • 60% Engineering Design and ROW Acquisition scheduled to begin Spring 2024
