In March 2023, the Manassas City Council approved a resolution that would allow a limited number of third parking permits to be issued in Georgetown South (GTS) along with the general rules and procedures for these passes.  This page is to inform you of this change and provide you with information needed to determine if you qualify for a third parking pass and with how to apply.

What is Changing?
City Council has authorized the staff to issue 100 additional parking permits in GTS.  Residents may apply for the opportunity to purchase a third permit.  Residents must meet specific criteria outlined below.  We expect more than 100 residents to apply for a third permit; therefore, we will conduct a random selection process of all approved applications to determine who will be able to purchase a third permit.

What is the Criteria?
Residents wishing to purchase a third permit must meet ALL of the criteria as follows:
1.    The third vehicle must be registered to a GTS address at which two parking permits have already been issued.
2.    There must be three licensed drivers residing at this GTS address.
3.    Vehicle and vehicle owner must be current on all taxes and fees owed to the City, including parking tickets.
4.    The property at which the third permit is requested must be current on all taxes and fees.
5.    Only one additional vehicle per address is eligible to receive a third permit.

What is the fee for a third permit?
The fee for a third permit is $150.

What is the Process to Apply?
An application must be completed and all requested information provided.  Online applications are strongly preferred and are available on the city website at www.manassasva.gov/gts3 between May 1 to May 15.  A photocopy of the DMV registration card must be provided with the application and can be uploaded with the application.

Paper applications may be picked up from the Treasurer’s Office at the Customer Service Center located at 9800 Godwin Drive.  Completed paper applications must be returned to the Treasurer’s Office.

What is the Schedule to Apply?
Applications will be available online and at the Treasurer's Office beginning at 9 a.m. on May 1. The deadline to apply is 4:30 p.m. on May 15.

The Treasurer’s staff will verify all information on the application including no taxes or fees being owed. If the application meets all eligibility criteria, it will be approved for the random selection process.

The random selection process will be conducted in mid-June at a public location for any interested parties to observe. The date, time, and location will be announced on the City’s website www.manassasva.gov. We will notify those selected to purchase a third permit via email and U.S. Mail.

Third permits will go on sale on June 26 at 9 a.m. They will only be sold to the person whose name is listed on the application. Government-issued ID must be presented at the time of purchase to verify the individual's identity. 

How Long are Third Permits Valid? 
Third permits will be valid for 12 months, between July 1 and June 30. 

This process will be conducted each year. There is no guarantee that a successful applicant receiving a third permit this year will be selected to receive a third permit the next year. A random selection process will be conducted each year.

What if there are less than 100 approved applications meeting all criteria?
If there are less than 100 approved applications, all approved applicants will be able to purchase a third permit and a random selection process will not be conducted.  If this should occur, and remaining third permits will be sold on a first-come first-serve basis after submitting an application that meets all criteria and verified by Treasurer staff.  

How Do I Display My Third Parking Permit?
Third parking permits are assigned to a specific vehicle.  Parking permits MUST be affixed to the OUTSIDE of the lower left portion of the vehicle’s rear window.  Vehicles or trucks that do not have a visible rear window must place the permit on the lower left corner of the rear bumper.

If the permit is not properly displayed, you will receive a parking ticket. 
If you do not display the decal on the correct vehicle, you will receive a parking ticket.
