Pay your parking ticket online using our Citizen Self Service online payment portal.

Ticket fines that are not paid within 30 days of the issue date are double the original fine. Tickets that are unpaid after 30 days of the issue date are subject to collection and enforcement actions.

Collections and Enforcement

DMV Stop / Vehicle Registration Withholding
The City may authorize the Department of Motor Vehicles to withhold registration of vehicles owned and/or co-owned that have an unpaid parking ticket.  Additionally, vehicle owners that have unpaid Personal Property taxes will have the registration withheld for all vehicles owned and/or co-owned.  A $50 fee, $20 charged by DMV and $30 collection action fee, will be charged for each DMV Stop placed. 

In order to have a DMV Stop removed, associated debts owed to the City of Manassas must be paid by cash, money order, cashier's check, or credit card (credit card fees apply to the balance due).  Once payment is received in the Treasurer's Office, the DMV Stop will be removed by the Treasurer's Office within 24 business hours.  *Online credit card payments are settled at midnight and therefore not received by the Treasurer's Office until the following business date.

Towing
Parking tickets not paid 30 days from the date of issue are subject to collections and towing. A vehicle is subject to tow when three tickets have been issued and one of those tickets has passed the 30 day due date. Vehicles that have been towed may only be redeemed by first making payment, by cash, money order, cashier's check or credit card, to the Treasurer's Office for all related fines, debts, and fees. The impound lot will not release vehicles until full payment is confirmed by the Treasurer's Office.  After payment is made in full the vehicle may be released at the appropriate impound lot.

Contesting a Parking Ticket
If the ticket was issued due to an error on the City's part, the registered vehicle owner may contact the Manassas City Police Department, Parking Enforcement Division at (703) 257-8198.

If you believe the ticket is invalid or disagree with the Parking Enforcement Division's explanation,
you may appeal the citation to the Prince William County General District Court by submitting this 
Notice of Contest - Parking Citation or by contacting the Police Department to obtain a form. 
**The Notice of Contest must be submitted to Parking Enforcement within 30 days of the issuance date of the ticket.**

Appeals process instructions - Upon receipt of the completed Notice of Contest form, the Parking Enforcement Division will process your request.  Court dates are assigned based on the officer's assigned court date.  Payment to the Treasurer's Office may not be made after a court date has been issued.  On the date of your hearing, you will be required to appear at the Prince William County General District Court, 9311 Lee Ave, Manassas, VA  20110.  A verification of the court date will be mailed to the registered owner of the vehicle at the address listed on the form.  If you have any questions regarding the form, please call the Parking Enforcement Division at (703) 257-8198. 

Incomplete Notice of Contest forms will be returned unprocessed.  Please observe the following rules when completing the form:

  • Once you schedule a court hearing you forfeit your ability to prepay the ticket to the City of Manassas Treasurer's Office.
  • The form must be completed by the registered owner of the vehicle.
  • If you cannot appear on your assigned court date, contact the General District Court at (703) 792-6141.  The court will provide you further instructions on how to reschedule your hearing date.
  • If the ticket is upheld all fines and associated court costs will be imposed by the court.
