Regular meetings of the City Council are held on the second and fourth Monday of each month, except legal holidays, beginning at 5:30 pm.
Public Hearings of the City Council are held the third Monday of each month, except legal holidays, beginning at 7:30 pm.
Work Sessions of the City Council are held the first Monday of each month, except legal holidays, beginning at 5:30 pm. See Section 2-51 of the City of Manassas Code of Ordinances.
Special meetings of the City Council are called by the Clerk, upon written request of the Mayor, or any three members of the Council; no business shall be transacted at a special meeting but that for which it shall be called, unless the Council be unanimous. See Section 11 of the City of Manassas Charter.

All regular meetings and Public Hearings are held in the City Hall Council Chambers located at 9027 Center Street.
Work Session and Special Meetings are routinely held in the Second Floor Conference room at City Hall located at 9027 Center Street. Occasionally, these meetings may be held off-site. Call the Clerk’s office for verification at 703-257-8280.

Citizens may address the City Council during Regular City Council Meetings, which are held on the second and fourth Monday of each month. The Citizens’ Time portion of the agenda is set aside at 7:30 p.m. for those citizens who wish to address the Council for less than three minutes each. Citizens need not give prior notice to the City to speak during the Citizens’ Time portion of the agenda. See Section 2-55(b) of the City of Manassas Code of Ordinances.
Citizens’ may address the Council for longer than three minutes if they ask the City Manager for a place on the agenda at least four working days before the meeting.
For example, for a Monday meeting, the City Manager must receive the request before 9:00 am on the Wednesday before the meeting.
The request must include an estimate of the time which the citizen needs to address the Council. The City Manager shall place the citizen’s item on the agenda.
If, due to an unusually long agenda, it is not feasible to schedule it on the next agenda, the City Manager may schedule the citizen’s item for the next agenda on which sufficient time exists to hear the citizen.
