Planning and Development, Long Range Planning, and Property Code Enforcement have moved from City Hall to the new Customer Service Center(CSC) at 9800 Godwin Drive (the old DMV building). The entrance is around the corner on Gateway Dr.
- Questions can be directed to the main number 703-257-8278 or by email to ensure a timely response.
- Discover how easy it is to use the online portal for permit submissions.
- The Treasurer’s Office is also located at the CSC. We encourage our customers to use the online payment option for invoices.
- The Permit Counter is closed for training on every third Thursday of the month from 12 Noon-3 PM

The Department of Community Development's mission is to maintain a high quality of life for Manassas residents and businesses through sound land use planning, code enforcement, stewardship of parks, cultural and recreational resources, and education. The office shall also strive to strengthen the local tax base through existing business retention and expansion and new business attraction.
